Quwwa
Definition
Quwwa — strength and moral courage — is the personal virtue that makes the obligation of forbidding evil practically possible. Al-Ghazali is frank about the social pressure that the obligation creates: speaking truth to power, correcting those of higher social status, and challenging the moral consensus of a corrupt community all require a courage that most people do not naturally possess and that must be deliberately cultivated. He presents the prophetic hadith — 'the best jihad is a word of truth before a tyrannical ruler' — as the standard, and he argues that the silence of the capable person before the munkar is not prudence but cowardice disguised in the language of wisdom.
